White Paper Bureau was founded by Salomé Balderrama, who has spent fifteen years in the energy and climate sectors making complexity accessible.

Her work spans oil and gas, utilities, urban planning, risk and insurance, ESG ratings, industrial decarbonisation, and knowledge management.

She has worked with organisations including the World Bank, the Asian Development Bank, S&P Global, BCG, AFRY, and Técnicas Reunidas.

She trained as both an engineer and an architect, with degrees from the University of Texas at Austin and The Cooper Union in New York.
